Gowin: Instead of talking about innovation, we started to create it

Laws on innovation, implementation doctorates, NCBR Programs - these are some of the activities related to science and business cooperation, implemented in the last two years by the Ministry of Science. Head of the ministry Jarosław Gowin summarised them on Friday during the inauguration of the program "Implementation Doctorates".

Deputy Prime Minister, Minister of Science and Higher Education Jarosław Gowin officially inaugurated the program "Implementation Doctorates" at the Warsaw University of Technology. As part of this initiative, in October 377 young researchers started their doctoral studies in the implementation procedure. Under the supervision of two supervisors - from a company and from the university - they will work on a problem that is relevant to a specific company. Each doctoral student receives two salaries: one from the company and another in the form of a scholarship from the Ministry of Science. The scholarship amount is 2450 PLN and can be received for up to four years. More than 230 companies participate in the program.

Jarosław Gowin awarded the best program winners. During his speech, he summarised two years of his ministry\'s efforts to build a bridge between science and economy.

He reminded that the cooperation between science and business is the second of the three pillars of the strategy of the Ministry of Science and Higher Education. The first pillar of Gowin\'s strategy is to prepare the "Constitution for Science", and the third - social responsibility of science.

The Deputy Prime Minister assessed that for the last quarter of a century there was talk of cooperation between science and business, and in little action. "Instead of talking about innovation, we started to create it" - he declared.

He mentioned that his ministry introduced a law on innovations, which has been in force since January. This law increases the amount of R&D expenses eligible for tax deduction. For micro, small and medium businesses, these deductions will amount to 50%.

He reminded that the so-called second Law on Innovation was adopted by the Sejm on Thursday. The new law (that still has to be adopted by the Senate and signed by the President) increases R&D tax deductions to 100%.

Gowin also mentioned expenditures and programs implemented by the National Centre for Research and Development (over the last 2 years - 110 competitions with an allocation of about PLN 12.8 billion). He also spoke about the work on the draft of a new law that will reform research institutes and the planned creation of the Łukasiewicz research network.

Implementation Doctorates is one of the flagship programs of the Ministry of Science and Higher Education in the area of connecting the worlds of science and business. "These doctoral projects will be run at a uniquely high level" - Gowin said. He explained that the doctoral projects would be carried out in the best scientific institutions, and that the business partners are not random.

According to the minister, the new program is a great opportunity for Polish science and economy. In his assessment, each party benefits from the program. PhD student receives a scholarship, university receives a subsidy and has an opportunity to strengthen contacts with the economy, and the entrepreneur can count on tax relief, gain patents, and "leaves the competition behind".

Deputy Minister of Science Piotr Dardziński, who summarised the results of the program, concluded that implementation doctorates "build the staff of the future Poland". He pointed out that among the over 230 companies that participate in the program, more than 180 belong to the sector of small and medium enterprises. According to him, the fact that such entrepreneurs recognize the potential of science is very good news for the Polish economy.

Dardziński informed that the vast majority of the winners will carry out their research in the field of technical sciences (nearly 250 people). However, he expressed satisfaction that the scholarships were also awarded to nearly 40 representatives of social sciences.

President of the Conference of Rectors of Academic Schools in Poland, Rector of the Warsaw University of Technology Prof. Jan Szmidt, who spoke during the ceremony, was glad that the program had been launched. "Implementation doctorates that aim to solving problems pf businesses have always been our dream" - he said. However, he pointed out that conditions were not always favourable for conducting such research. (PAP)
